Please note that PREPAID SIM cards of other states does not work in Jammu & Kashmir
Only POSTPAID SIM Cards will work in JAMMU & KASHMIR state

If you have PREPAID SIM, you can take a POSTPAID SIM Card from BSNL at the Yatra by submitting your ID proof, Passport photo and Yatra permit card.

At the time of this writing, that is, 2014, June,
I have personally took new PREPAID BSNL YATRA SIM Card and the signal was good till the Amarnath Cave, I have even called back to my home from the amarnath cave.
